MEET THE DOCTOR


“I try to have an open, friendly relationship with my patients so that they can feel comfortable asking and telling me anything. I enjoy seeing patients over long periods of time, because I feel a long-term doctor-patient relationship is the best way to give and receive medical care. I also like to laugh and have fun with my patients; I think it often does more good than medications.”
 
Dr. Carter has been practicing at Kelsey-Seybold Clinic since 1994. His specialties include Family Medicine and Geriatrics. Dr. Carter is board certified by the American Board of Family Medicine, and he holds the Certificate of Added Qualifications in Geriatric Medicine, granted by the American Board of Family Medicine. He is also certified as a Physician Executive by the American College of Physician Executives.

Academic and Clinical Positions
Dr. Carter is a Clinical Associate Professor of Family and Community Medicine at Baylor College of Medicine. He is Chair of the Department of Family Medicine as well as Medical Director for Care Coordination and Quality Improvement at Kelsey-Seybold Clinic.
 
Professional Background
He received undergraduate degrees in Honors Biology and Chemistry from the University of Illinois at Urbana-Champaign. Dr. Carter has a Master of Business Administration degree from Stanford University.
In 2002 and 2003, Dr. Carter was the recipient of the Leonard D. Moise Teaching Award from the Family Medicine Residency Program at Baylor College of Medicine.  In 2009, Dr. Carter was named Harris County Family Physician of the Year by the Harris County Academy of Family Physicians and was appointed to the Board of Medical Legislation for the Harris County Medical Society (HCMS).

He is a member of the American Medical Association, Texas Medical Association, Harris County Medical Society, American Academy of Family Physicians (Fellow), Texas Academy of Family Physicians, Harris County Academy of Family Physicians (Past-President), and American College of Physician Executives.

Dr. Carter's areas of clinical interest include geriatrics, hypertension and diabetes.
 
Awards and Recognitions

Dr. Patrick Carter has been recognized with a prestigious national certification for excellence in caring for diabetic patients, awarded by the National Committee for Quality Assurance (NCQA). Certification through NCQA’s national Diabetes Recognition Program comes after a comprehensive, individualized review process to verify a physician’s adherence to national standards of excellence in caring for patients diagnosed with diabetes. In addition, Dr. Carter has been recognized for providing outstanding cardiovascular and stroke care by the National Committee for Quality Assurance (NCQA) and American Heart Association/American Stroke Association (AHA/ASA) Heart/Stroke Recognition Program. Recognition through the Heart/Stroke Recognition program is achieved as the result of a comprehensive, individualized review process that verifies a physician’s adherence to national standards of excellence in caring for patients with cardiovascular disease or who have had a stroke.
